Norton Rose advises GuarantCo on a facility to expand infrastructure finance in low income countries

International legal practice Norton Rose LLP advised GuarantCo on the signing of a facility of up to US$400m with Barclays and KfW to expand its support for infrastructure finance in low income countries.
The new facility is a unique PPP model which combines equity from four European Governments, private sector management, and credit enhancement from Barclays Bank Plc and KfW.

Norton Rose LLP advised GuarantCo, a specialist provider of guarantees for infrastructure projects in less developed, low income and lower middle income countries, on all aspects of this unique and innovative finance structure.
Chris Brown, banking partner at Norton Rose LLP commented:
“We were delighted to advise on this innovative PPP initiative which will make a positive difference in less developed countries by enabling vital infrastructure to go ahead. To date badly needed development projects have not been able to tap the considerable reserves of local currency savings forcing deals to use more expensive foreign currency debt. This leveraged guarantee facility which is the first of its kind should encourage local currency lending “

The Norton Rose LLP team was led by Chris Brown with assistance from associates Dan Metcalfe and Oliver Carruthers.
GuarantCo was also represented during documentation of the facility by Uteem Chambers in relation to all Mauritian law aspects of the transaction and KfW and Barclays were represented by Clifford Chance and Benoit Chambers. The interests of the four European governments were represented by CA Legal.
